The Credit Card Competition Act of 2026 would require the Federal Reserve to establish rules promoting competition among credit card payment networks. Covered credit card issuers would generally have to enable transactions to be processed through at least two unaffiliated networks, at least one of which must be outside the two networks with the largest market shares.
The requirements would generally apply to credit card issuers with more than $100 billion in assets. The bill would also restrict practices that prevent merchants from choosing among available networks to process transactions.
