The Stop Insider Trading Act would restrict purchases of covered investments by members of Congress, their spouses, and dependent children. Covered investments generally include individual publicly traded company securities and related financial interests, subject to specified exclusions and exceptions.
Covered sales would require advance public notice. The bill also establishes financial penalties and enforcement provisions. It does not require blanket divestment of all existing investments.
The House-passed text also contains federal voter photo-identification requirements, including provisions concerning in-person and mail voting and specified exceptions. A vote on this measure concerns the combined bill, not only its investment restrictions.
The House passed this version on July 22, 2026. As of October 24, 2026, it has not become law.
